Cabinet Forward Plan and Notices of Intention to Conduct Business in Private
Under the new provisions of The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 the Council is required to set out details in a document or documents of the 'key' Executive (Cabinet) decisions which will be taken at Shropshire Council at least 28 clear days before the decision is made.
A key decision is one which is likely:
- to result in income, expenditure or savings of 500,000 pounds or greater; or
- to have a significant effect on two or more electoral divisions.
The document(s), known by this Council, as the Cabinet Forward Plan is updated and rolled forward on a monthly basis to cover a period of 4 months. Further key decisions may be added, or anticipated ones may be rescheduled or removed. As this happens, the programme will be adjusted. The Council is also required by the new law to give notice, at least 28 clear days before a meeting of Cabinet, when it is likely that items will be considered in private, the reason why and how members of the public might make representations in relation to the intention. In addition, five clear days before a private meeting, a further notice must be published including any details received in response to the early notice of intent and a statement of the Council's response to any such representation. Notices for the next meetings of Cabinet are attached below, as appropriate.
Under the new law, if the above timetable is impracticable, special urgency provisions are available, and the meeting can still go ahead in private if the Cabinet has had agreement from the relevant Scrutiny Chairman. Notice must be given setting out the reasons why a meeting is urgent and cannot reasonably be deferred. Any such notices for the next meeting of Cabinet are attached below, as appropriate.
